One of my friends raises quails right on the balcony. There he has several small cages and the balcony itself is insulated. But I wouldn’t keep quails for the eggs; no one here really likes them, but quail meat is very tasty.
It’s strange, people, why you write that quails always get sick. My sister has 20 quails living wonderfully, outdoors in a cage and everything is fine with them. They don’t get sick and don’t need warmth all the time, of course they live outside in the summer, but I concluded that they are not at all whimsical.
These quails are always sick with something. Chickens are much easier to raise. It seems that both types of birds are chickens, but quails die much faster than chickens. I don't even know why. But quail eggs are very valuable, and if you manage to raise quails to egg production, you can make good money.

Think carefully, because quails are very sensitive. They need light and warmth all year round (at least not below +18). If the regime is not followed, the birds will suffer and, at a minimum, will stop reproducing.

Industrial compound feed for broiler chickens is ideal for quails; it is not particularly expensive. In addition, you can give away leftovers from your table - porridge, pasta. I love greens. I have 10 quails living on a glassed-in warm loggia, in a small cage under which I put newspapers. No smell, no noise. They really litter a lot.
My aunt keeps quails, they have good, healthy eggs, although they are very small. Auntie didn’t complain that they got sick very often, or that there were any problems with them, she coped with it.
